Paypal has a number of different things that need to be done in order to setup your shopping cart to use Paypal's Buttons.

The first allows you to invite your developer to access your Paypal business profile. This should allow him or her to configure the Live ClientID/Secret and to verify API Permissions and Set the IPN URL so that your purchasers can see and make use of the Paypal Buttons and you can receive Instant Notifications of purchases on your website.
