Clear up any queued messages in Outlook's in or out queue.
To clean an inbox before trying to download messages in Outlook: Use the webmail to log into or check accounts where you think a bad message is causing Outlook's message download to hang.
I can receive but not send: Make sure your broadband ISP doesn't require their own "default SMTP". See: ISP SMTP LIST for many ISP's default sending gateways.

Outlook Tuning Tips:- Empty/Lessen Trash, In/Out and other folders.
- Use Weblogin and delete SPAM messages.
- Recheck POP3/SMTP Settings.
- Make sure Outlook runs in Restricted Sites.
- Send and Receive Messages in TEXT mode.
- Restart System. Still no go?
- Run/Update Spyware Program.
- Download Outlook updates From Microsoft.
- Tighten "Internet Options" Security Settings.
Outlook has been known to: Outgoing queue in Outlook often gets stuck & crashes program. Outlook periodically looses it's retained account settings. Outlook versions that default to "Internet Zone" are at high risk. Outlook works better when your IN, Out, Trash and other mailboxes are kept small and compacted.
SMTP, POP3 and IMAP: From a firewall standpoint you want to make sure ports 25, 110, 143 and 993 are open. Outlook Requires IMAP on Ports 143 and 993.
Why I want to use my own SMTP server. Opt out of SMTP "default" settings (from broadband provider) and use your specific mailserver's SMTP to take advantage of anti-spam component whitelisting service.
